The 1972-75 classroom teachers agreement between the U.F.T. and the New York City Board of Education contains a provision protecting a teacher against arbitrary insertion in his personnel file of derogatory material. What is the extent and value of this protection? Should this clause be more widely adopted? To answer these questions the author has collated summaries of approximately 95 decisions by hearing officers for the Chancellor or by arbitrators under the contractual grievance procedure from July 1, 1965 when the clause was adopted through July, 1973. Some of the decisions involve other regulations of the Board or other contract provisions.
