On behalf of the Government of Canada, we wish to advise the Tribunal that on July 31, 2001, the Free Trade Commission established under Article 2001 of the North American Free Trade Agreement, adopted interpretations of certain NAFTA Chapter Eleven Provisions. We have enclosed a copy of the Commission's interpretations for your information. We respetfully draw the Tribunal's attention to NAFTA Article 1131(2) which states that interpretations by the Commission of a provision of the NAFTA is binding on Tribunals established under Section B of Chapter Eleven of NAFTA.
