On 23 February 2006, the International Centre for Settlement of Investment Disputes (“ICSID” or “the Centre”) received from Libananco Holdings Co. Limited (“the Claimant” or “Libananco”), a company incorporated in Cyprus, a request for arbitration, dated 23 February 2006 against the Republic of Turkey (“Turkey”, “the Republic” or the “Respondent”).
