The International Telecommunications Satellite Consortium known as INTELSAT was created by two international agreements which entered into force August 20, 1964;^ the related agreement establishing procedures for arbitration of disputes of a legal nature which might arise within INTELSAT entered into force November 21, 1966 and is now in effect for all 62 members of INTELSAT. The interrelationship of the three agreements is clear: the Special Agreement was concluded pursuant to Article II of the "Interim Agreement" and the Supplementary Agreement on Arbitration was called for by Article 14 of the Special Agreement. The first sentence of Article 14 reads: "Arrangements shall be made whereby all legal disputes arising in connection with this Special Agreement or in connection with the rights and obligations of signatories can, if not otherwise settled, be submitted to the decision of an impartial tribunal, to be established in accordance with such arrangements, which would decide such questions in accordance with general principles of law."
